Penney studied art at Chouinard Art Institute in Los Angeles, the Art Institute of Chicago, and the Art Students League in New York. He moved to Los Angeles, California in 1924. During the 1930s, Penney was an active participant in the art scene in Los Angeles; he also had a design center business. Penney was a member of the Desert Art Center in Palm Springs, the Laguna Beach Art Association, and the California Watercolor Society.
He passed away in 1988. This piece looks very good overall, as shown.
